WASC Review Projects 2022 Final Report

Principal,

The WASC Report review that MSS started in June 2022 was completed on July 29th with the submission of all groups reports. Team members are to be commended for getting a lot done this summer towards meaningful contribution to WASC compliance for MSS.

In general, there is no immediate change to current operations as a result of this summer's work. Rather, the team has clarified many issues so that MSS can begin to take concrete steps to improve things. We hope these are clear in the attached work report.

Inventory, Grading System, Student and Staff Lists, and similar tasks can be realized immediately once work on them completes. Other areas such as policy and curriculum necessarily takes longer. But having clarified what MSS currently has in place, you are now in a better position to ensure improvements do continue to happen.

Thanks for the enjoyable summer of working with you and your staff for a meaningful purpose.

The MSS WASC Review team has concluded its work to address specific priorities for SY23.

Three priorities were identified, plus a fourth supportive priority were addressed.

Findings and Recommendations

Project Findings and Accomplishment Recommendation
1. Handbook Review Handbook needs more clarity (looked at policy items that impact the classroom) and more specific consequences and mitigation procedures.
Some important items are missing such as attendance policy, or need immediate fixes such as placement testing and admission process.
As a start, here is a sample of a revised handbook.
A handbook committee needs to be convened to continue this work and especially to identify improvements that can be made ASAP.
2. Teachers Base Documents At various times in the past, a binder of base documents had been provided to teachers but it is not clear if this practice continues today.
Here is a proposed list with the status of the items in the list.
• Several items in the list need to be worked on, eg., staff directory, curriculum plans and syllabi, etc.
• Instead of a binder, the base documents should be placed on line.
3. Instructional Materials End of year inventories are conducted, and Finance keeps a list of ordered materials, but there doesn't seem to be an official list of instructional materials that could be used for inventory control and curriculum purposes.
The group conducted a textbook inventory.
Here is the textbook status report and a proposed starter textbook inventory.
• Textbook inventory should be established as an operational process of MSS.
• The starter inventory should be completed.
• A curriculum committee should be convened to start looking into these and related issues.
5. Teacher Technology There doesn't seem to be an official list, but teachers are individually assigned or have access to a range of technology provided by the school.
The group listed the equipment and (for some) their condition.
Here is the equipment status report and a proposed starter equipment inventory.
• Same as textbook inventory, equipment inventory should be established as an operational process of MSS.
• The starter inventory should be completed.
• Equipment should have maintenance and operability procedures in place to ensure they perform as needed.

Teacher Enhancement
MSS should start by building its capacity to set up a professional development framework.
The first step, a training to provide overview of PD frameworks in the Palau Context, was conducted by Dr. Sinton Soalablai on July 12.
Further trainings need to be planned eventually leading to starting the actual work of setting up the framework and arranging for actual services.
4. Grade 4 Tablet Deployment Dawn plans to use tablets in her grade 4 class to make student learning materials available. The technical team will set up the tablets, set up the classroom, and set up inventory procedures that Dawn will use to control tablet inventory. This should be completed by the time classes start.
6. Student and Staff Lists The school secretary actually has a database of students and parents. The group generated a staff list from data from Finance.
The files were submitted to Edwel.
Edwel will matched the list to the grading system (project 7) and then finalize with the school secretary once SY23 enrollment stabilizes (in two weeks?). Then it will be set up in a database for centralized access by MSS users.
7. Electronic Grading System The group entered about 2,750 report cards for SY22 students. This is needed to start an electronic grading system.
The files were submitted to Edwel.
Edwel will set up a simple electronic grading system using these data. Then group members will pilot the system during the first quarter. If the pilot is successful, it will got to school admin for review.
